- The NOAA Coastal Change Analysis Program (C-CAP) produces national standardized land cover and change products for the coastal regions of the U.S. C-CAP products inventory coastal intertidal areas, wetlands, and adjacent uplands with the goal of monitoring changes in these habitats, on a one-to-five year repeat cycle. The timeframe for this metadata is reported as 2016-Era, but the actual dates of the Landsat imagery used to create the land cover may have been acquired a few years before or after each era. These maps are developed utilizing Landsat Thematic Mapper imagery, and can be used to track changes in the landscape through time. This trend information gives important feedback to managers on the success or failure of management policies and programs and aid in developing a scientific understanding of the Earth system and its response to natural and human-induced changes. This understanding allows for the prediction of impacts due to these changes and the assessment of their cumulative effects, helping coastal resource managers make more informed regional decisions. NOAA C-CAP is a contributing member to the Multi-Resolution Land Characteristics consortium and C-CAP products are included as the coastal expression of land cover within the National Land Cover Database.

- This data is intended for reference and mapping purposes, and may be used for basic applications such as viewing, querying, and map output production, or to provide a basemap to support graphical overlays and analysis with other spatial data. [C-CAP is dedicated to the development, distribution, and application of land cover and change data for the coastal regions of the U.S. This effort is being conducted in close coordination with state coastal management agencies, the interagency Multi-Resolution Land Characteristics (MRLC) consortium, and the National Land Cover Database (NLCD).]

- C-CAP data sets are created using standardized and repeatable methods to ensure consistency across eras of land cover. The first step was the creation of a base-year (2001) land cover map. Land cover classes were assigned using a combination of automated Classification Analysis and Regression Tree (CART), clustering, spatial models, and hand-editing. Input data sets included Landsat data, topographic characteristics, National Wetland Inventory, and ancillary land cover/data sets as available. All land cover products went through a rigorous quality control/quality assurance process. Other dates of land cover were created through a multi-step process. First, a binary change mask between two eras of Landsat imagery (e.g., 1996 to 2001) was created. These masks were created through a series of spatial models, statistical analyses, and hand-editing. Training data were selected from areas deemed "not change" and fed into a CART process to classify the "change areas". Initial land cover maps were then reviewed for quality and refined through an iterative approach of custom modeling, classification techniques, and hand editing. Resulting change maps were overlaid on the non-change areas to create a final wall-to-wall map. With each era of land cover, the quality control process identified errors in previous dates of land cover. These errors were addressed and fixed in all appropriate dates of land cover. During the 2010 land cover mapping, significant changes were made to the Developed and Wetland classes, resulting in large changes and improvements in all dates of land cover.
